JOB SUMMARY:


This position is located in the Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Assistant Attorney General (OAAG). OJP Offices and Bureaus include the Bureau of Justice Assistance, the Office of Juvenile Justice and Delinquency Prevention, the Office for Victims of Crime, the National Institute of Justice, and the Bureau of Justice Statistics. The OAAG ensures policy and programmatic coordination and integration, and exercises general authority over OJP Office's and Bureaus', programs and activities. The overall strategic purpose of the OAAG is to ensure that OJP achieves its mission of reducing crime and improving the criminal justice system as effectively, efficiently, and responsively as possible. The incumbent of this position will help to develop approaches for (1) generating rigorous evidence for criminal and juvenile justice; (2) synthesizing evidence into principles for practice and policy; and (3) translating evidence into practice in support of the Evidence Integration Initiative.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

BASIC REQUIREMENTS

A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in the behavioral or social sciences, or in a related discipline that included at least 24 semester/36 quarter hours in the behavioral or social sciences.

OR

B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

DUTIES:

The incumbent serves as a Program Analyst in a team environment. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives. Develops and participates in the design, analysis and communication of results regarding high-profile evaluations and classified reviews of Department of Justice programs to ensure they are operating efficiently, effectively, and economically.

Conducts on-site interviews often with digital voice recorder technology, designs survey questionnaires, and analyzes pertinent records to accomplish review objectives, and prepares and reviews working papers to document the result of the review. Participates in entrance conferences with team members, supervisors, and Department managers to discuss preliminary findings and recommendations during the conduct of the interview, and participates in exit conference to inform appropriate officials of the results of the review.

Participates in developing and refining the job review scope and advises on impacting policies and procedures relevant to the review. Participates in every phase of an evaluation or review, from job proposal and design matrix through report issuance. Participates in writing segments of reports of significant interest to the Government and the public that identify non-compliance with regulations, inefficient operations, or improper practices.

Ability to plan and execute work.

This is an opportunity for a two-year internship under the Federal Career Intern Program with the Department of Justice, Office of Inspector General, Evaluations and Inspections Division. Throughout the internship you will participate in a formal training program and job assignments to develop competencies applicable to the OIG's mission and needs. Initial appointment is within the Excepted Service, however upon successful completion of the internship, you will be eligible for a non-competitive conversion to a career-conditional. You do not have to be a student to be eligible for this position.

Experience working in the intelligence or law enforcement environment is highly desirable, but not required.

7. Employees currently in the Civil Service Retirement System (CSRS) will remain in that system. All other employees will be assigned to the Federal Employee Retirement System (FERS). FERS is a three-tiered program consisting of: Basic Benefit (a retirement pension) Social Security, and the Thrift Savings Plan (see below).

8. The Thrift Savings Plan (TSP) is a retirement savings and investment plan for Federal employees and offers the same type of savings and tax benefits provided under 401(k) plans. As a FERS employee, you can contribute up to $16,500 per year. You will receive agency-matching contributions up to the first 5 percent. As a CSRS employee, you can contribute up to $16,500 per year. CSRS employees do not receive any agency contributions. Employees age 50 or older as of December 31, 2009, may contribute an additional $5,500 for catch-up contribution per year.

9. In addition to the Thrift Savings Plan (TSP), FHFA offers and additional 401(k) plan that is administered by T. Rowe Price. Employees covered under FERS contributing at least 3% to the TSP may participate in the agency 401(k) plan. All CSRS employees may participate. 401(k) plan participants may contribute up to 10% of their by weekly pay on a pre-tax basis, with agency matching contributions of up to 3 percent.

10. The Federal Employee Group Life Insurance offers numerous life insurance policy options covering employees and dependents.

11. The Federal leave program offers exceptional time-off benefits, including annual leave, sick leave, Family Friendly Leave, Family Medical Leave, and ten (10) paid holidays per year.

12. The Employee Assistance Program (EAP) provides free confidential counseling and referral services to you and your family members.

13. The Federal Long Term Care Insurance Program provides long term care insurance to help pay for costs of care when you can no longer perform everyday tasks by yourself, or you have a severe cognitive impairment, such as Alzheimer's. Candidates should be working toward a juris doctorate degree. The ability to handle multiple simultaneous tasks and complete projects under tight deadlines is required. Strong communication and interpersonal skills are a must. The position also requires a person who can work independently and as a part of a team. Training or experience in legislative affairs is desired, but not required
