Research Internship


The Criminal Justice Policy Foundation hires interns for research and writing assistance on the impact of drug prohibition every Spring, Summer, and Fall. Compensation is based upon experience and qualifications.

The Criminal Justice Policy Foundation is an equal opportunity employer. While we will accept applications from anyone, we generally hire graduate or undergraduate students for our internships.

Interns work approximately 30-40 hours per week. The starting and ending dates are flexible. The Summer internship generally begins in early June and last until mid to late August.

RESPONSIBILITIES
With guidance and supervision from the CJPF staff, the Intern will:
- Collaborate on research for op-eds, articles, book chapters, speeches, interviews and other projects pertaining to drug prohibition.
- Attend coalition meetings or monitor congressional hearings and report back.

REQUIREMENTS
(1) Extremely strong English language proficiency and analytical skills.
(2) Understanding of and interest in drug policy.
(3) Ability to think creatively and carry out tasks independently.
(4) Keen motivation, self-direction, punctuality, and enthusiasm.
(5) Ability to read carefully, follow directions, and attend to detail.
(6) Proficiency in MS Word or WordPerfect.
(7) Savvy internet research skills as well as a willingness to use print materials and telephone skills for extended research.

A. Who Should Apply?

For anyone contemplating a career in law or criminal justice, this internship is an excellent opportunity for hands-on learning and experience in the field. Interns have an opportunity to learn about the law by being involved in all aspects of its practice. Also, interns are surrounded by law students and professors who are willing to speak candidly about life as a law student and lawyer. All Clinic members are committed to ensuring that investigative interns receive an educational and rewarding experience. As a result, interns leave with a fuller understanding of the legal system and specifically of the criminal justice process. They also are able to make informed decisions about whether or not this work is appropriate for them, and have a source for recommendations and job advice when they leave.

This internship, however, is not right for everyone. First, the Criminal Justice Clinic is a litigation clinic with all of the tight deadlines and long hours involved in trial work. Interns will certainly have time for interests outside the office, but those who mind working odd and sometimes long hours will not enjoy the pace of this work. Second, some people find criminal law too emotional and criminal defense law incompatible with their beliefs. The Clinic represents persons charged with criminal offenses, and some are uncomfortable with the defense role in the adversary process. Third, this internship centers around investigative field work. Interns need to travel throughout the city to accomplish their investigations. Those areas will often include places that are reputed to be tough. If a potential applicant is extremely uncomfortable with the notion of working in urban communities, this may not be the right internship. This does not mean, however, that interns do not often have some trepidation about working in unfamiliar communities - some apprehension is common.

So why should you apply? The best interns usually want to learn about the law by actually working in it. By the end of this internship, every intern should have an opinion about our adversarial system of justice that is well-grounded in fact and experience. This position is also a chance to perform some needed public service. The indigent clients who come through the Clinic have no funds to pay for investigators, yet cases are often won or lost on the basis of investigation. If you believe that the quality of legal representation should not be determined by the income of the accused, you have a place in this Clinic.

Our interns play a vital role in the defense team and are treated as professionals with real substantive responsibility. At the Clinic, interns are exposed to a wide range of criminal cases and make a significant contribution to improving the way that justice is administered. This is also a small program, so the investigations supervisor, attorneys and professors are able to devote individualized attention to investigative interns. As a teaching clinic, importance is placed upon developing an understanding of clients' experiences, the relationship between the defense role and the justice system, and the ways that current trends in law affect the criminal justice system.

The incumbent serves as a senior Security Specialist and the Agency's substantive lead polygraph examiner. As such, incumbent is responsible for providing technical supervision and 100 percent Quality Control review of all polygraph tests and reports. Coordinates, conducts, and performs Quality Control on sensitive operational polygraph tests in support of the Agency, the Directorate for Human Intelligence (HUMINT) and other Defense Agencies and components. Provides training in specialized and technical polygraph applications unique to the Agency missions. As an Agency Lead Examiner utilizes special investigative techniques applied in extremely sensitive intelligence and/or counterintelligence investigations, operations and security matters. Responsible for reviewing, analyzing, evaluating and maintaining the integrity and protection of highly sensitive information and programs under the security cognizance of the Agency.

- This position is located in the Directorate for Mission Services (DA), Counterintelligence and Security Office, Credibility Assessment Division.
- This position is NOT a full-time quality control (QC) position; QC responsibilities are principally geared toward initial field-level QC when serving as lead examiner in support of operations and the Remote Screening Support Program (RSSP). May perform test data analysis and other QC-related functions on an as needed basis while continuing to perform as a line examiner.
- Incumbents issued special agent badge and credential shall be trained and qualified to carry a firearm.
- Maintain education and training standards as outlined in the Federal Polygraph Continuing Education Certification Program. Incumbent shall attend and successfully complete the HUMINT and Critical Operations Support Course and the Advanced Operations Support Course.
- Provide instruction to trainees attending DACA, PDD 507, Field Familiarization Course; serve as mentor and evaluate interns participating in the CAP Internship Program and render recommendations regarding the certification of interns; complete DACA Laboratory Trainer Certification Program and the National Security Agency Train-the-Trainer course.
- Serves as primary or alternate site manager for assigned customer or geographic region supporting the RSSP. Manages RSSP customer polygraph support requirements.
- Travels worldwide in support of critical, short notice, and often unpredictable missions applying operational security measures and practices not typically required of federal polygraph examiners; operates independently and in teams.
- Conducts complex, difficult, and sensitive polygraph examinations deemed beyond the ability, scope, and training of less experienced examiners including multi-session bring-backs, national security substantive investigations and operations, and cases involving difficult examinees; examinations support DIA, ODNI, JCS, OSD, defense agencies (without an organic polygraph capability), combatant commands, joint task forces, military services, and other federal agencies, upon request.
- Deploys in support of war-fighter and other operational matters, exercises full representational functions, and renders operational and policy decisions that are authoritative.
- Responsible for ensuring the validity and reliability of polygraph data entered into the DIA Credibility Assessment Management System database.
- Conducts CI-scope polygraph screening examinations to personnel in DIA critical intelligence positions and for non-DIA agencies for which DIA provides support. Screening examinations include expanded-scope tests, foreign spouse/cohabitant testing; and non-traditional screening examinations in support of national-level missions.
- Conducts the full-range of examinations in support of tactical and strategic HUMINT operations and offensive CI operations.
- Conducts issue-specific exams in support of criminal and CI investigations and wide-ranging personnel security matters.
- Conducts polygraph test pre-briefs for personnel. Evaluates suitability of personnel for examination and exercises independent discretion in administering, postponing, or canceling examinations. Conducts extended-series testing sometimes requiring novel approaches. Analyzes polygraph data and develops strategies for exam resolution. Conducts posttest examination interviews/interrogations. Examinations often require use of a translator/interpreter.
- Utilizes new techniques, formats, and approaches to resolve unusual examinee and polygraph problems while not deviating from established guidelines.
- Prepares and evaluates polygraph investigative techniques and methods to be utilized during examination and prepares complete, concise investigative reports of examinations conducted.
- Offers professional opinion, beyond the scope of polygraph interviews, to assist in the evaluation of sensitive criminal, CI, and operational intelligence matters including asset validation.
- Prepares and presents briefings on the polygraph program to mid- and high-level officials, as required.
- Mentors and trains interns and newly assigned examiners.
- Maintains currency in both foreign and domestic advances and developments, which relate to or have a potential impact on assigned subject-matter area.
- Assignments require advanced knowledge in all areas of the polygraph examination program. The incumbent makes polygraph examination program recommendations significantly changing, interpreting, or developing important polygraph examination policies and programs.
- Performs other duties as assigned.

PEER MENTOR JOB DESCRIPTION
Peer Mentors will draw on their own experiences at UDC in order to serve as teaching assistants for Freshmen Orientation courses, act as peer advisors on UDC policies, and be personal mentors on issues of campus life to USI students. Peer Mentors will be expected to:
Attend and participate in all class meetings of Freshmen Orientation - 4 to 6 hours/week
Attend a weekly meeting with faculty and program staff - 1 hour/week
Hold drop-in advising hours at the Academic Advising Center - 8 hours/week
Participate in miscellaneous USI activities and events, such as Friday field trips, one weekend trip, workshops, and the closing awards ceremony - 5 to 6 hours/week
SKILLS & ELIGIBILITY
Must be a current UDC undergraduate
Must have effective interpersonal communication skills and be able to interact with students one-on-one and in larger group settings
Must be available to work for the entire 5-week summer program (6/28 - 7/30), including the weekend excursion from 7/16 – 7/18
Must be able to attend the Leadership Development Training on 6/22 & 6/23 from 1:00 - 5:00 PM, and able to participate in program evaluation on 8/2 & 8/3 (Time TBD)
Familiarity with Freshmen Orientation is preferred
Past leadership experience is a plus!
COMPENSATION & PAY
Peer Mentors will be hired on a part-time contract for 7 weeks (approximately 20 hours/week) and will be compensated with a stipend of $1,600. Peer Mentors will also receive a textbook voucher to use toward their Fall 2010 textbook expenses.

U.S. Senator Russ Feingold (D-WI) is seeking qualified and motivated interns to work in his Washington, DC campaign office. Interns will be given a wide array of tasks and are guaranteed to learn a great deal about fundraising and running a campaign for U.S. Senate. Strong communication, research and organizational skills are required, and knowledge of computers is also appreciated. The schedule is flexible, but requires a commitment of 15-20 hours per week. The system will save these responses and take you back to the main screen so that you can answer the job-specific questions. Select Take me to the assessment and click on the "Continue" button to answer the job-specific questions. You must answer all the questions and click the "Finished" button.

Step 5 - Review and Confirm Your Submission
You will now have the option to upload a document or print fax cover-sheets for your required documents (see step 6 for details). Once you click "Done," you will see a summary of your application for your review. You may also print a copy for your records. When you click "Finished" at the bottom of the page, you will then be directed back to USAJOBS where you can confirm that your application has been submitted and track your application status.

Step 6 - Submit Required Documents
You can submit any required documents (discussed below) by document upload or fax. Whichever method you choose, please include the job announcement number with your documents. To protect your privacy, we encourage you to remove your SSN from any documents that you submit.

Document Upload: You may upload supporting documents in one of two ways:
1. Once you finish answering the questions in the job announcement, you will be prompted to upload your document(s) to your application. You will be given the choice to either upload the document as part of the application process or you can select a document that you've already loaded on USAJOBS. or

2. You can upload a document to an existing application by logging into your USAJOBS account profile. Click on "My Applications" and search for the vacancy. Once you've located the vacancy, click on the vacancy and select "Apply Online." Move through your existing application to the Documents page and select Upload in order to add a document to your application. Be certain to review your complete application for confirmation that the document uploaded.

Fax: Create a fax cover-sheet in CareerConnector by following the "Faxing Supporting Documentation" instructions. The fax number will be on the cover-sheet.

In the Application Review section, you may verify acceptance of your documents in CareerConnector if you see them listed on the "Vacancy Documents" screen. Then, click on "Finished" to be returned to USAJOBS.

EDUCATION DOCUMENTATION

1. College Students: You must submit a copy of your transcripts or a list of courses showing title, number of credits, grade, and date of completion.

2. High School Students: You must submit a copy of your most recent report card.

VETERANS' PREFERENCE DOCUMENTATION
If you are claiming veterans' preference, you must submit a copy of your Certificate of Release of Discharge From Active Duty, DD-214 (Member 4 copy), or other official documentation from a Branch of the Armed Forces or the Department of Veteran's Affairs showing dates of service and type of discharge. Ten point preference eligibles must also submit an Application for 10 Point Veteran Preference, SF-15, along with the required documentation listed on the back of the SF-15 form.
