This position is located in the OIG's Evaluation & Inspections Division (E&I). E&I evaluates whether DOJ programs and activities are effectively and efficiently achieving their intended outcomes. In E&I's team-oriented environment, you will travel occasionally to conduct field work and use a variety of analytical techniques to assess program operations and make recommendations to DOJ managers on ways to improve program results. Our reports provide a valuable source of unbiased information on significant issues for DOJ's leadership and the public and are frequently cited by Congress as the impetus for legislation to correct the deficiencies we document. Recent reviews examined measures to prevent inmates convicted of terrorism offenses from continuing terrorist activities from within federal prisons, efforts to integrate the fingerprint identification systems of the FBI and the Department of Homeland Security, and the USMS capabilities for protecting federal judges outside the courthouse. DUTIES:

The incumbent serves as a Program Analyst in a team environment. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives. Develops and participates in the design, analysis and communication of results regarding high-profile evaluations and classified reviews of Department of Justice programs to ensure they are operating efficiently, effectively, and economically.

Conducts on-site interviews often with digital voice recorder technology, designs survey questionnaires, and analyzes pertinent records to accomplish review objectives, and prepares and reviews working papers to document the result of the review. Participates in entrance conferences with team members, supervisors, and Department managers to discuss preliminary findings and recommendations during the conduct of the interview, and participates in exit conference to inform appropriate officials of the results of the review.

Participates in developing and refining the job review scope and advises on impacting policies and procedures relevant to the review. Participates in every phase of an evaluation or review, from job proposal and design matrix through report issuance. Participates in writing segments of reports of significant interest to the Government and the public that identify non-compliance with regulations, inefficient operations, or improper practices.

Uses specialized software to organize, analyze, and present data.

QUALIFICATIONS REQUIRED:
KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to plan and execute work.

Ability to successfully prepare comprehensive written reports that are clear and concise and that effectively communicate findings and recommendations using both text and computer-generated charts, tables, and graphs.

Ability to research, analyze, and evaluate information used to perform management-related studies (e.g. pertinent laws, regulations, polices that affect the program and related resources; development and administration of questionnaires, flowcharting of work processes, and statistical measures).

Experience with computer tools and analytical techniques, including databases, spreadsheets, and statistical applications to organize, analyze, and present data.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

This is an opportunity for a two-year internship under the Federal Career Intern Program with the Department of Justice, Office of Inspector General, Evaluations and Inspections Division. Throughout the internship you will participate in a formal training program and job assignments to develop competencies applicable to the OIG's mission and needs. Initial appointment is within the Excepted Service, however upon successful completion of the internship, you will be eligible for a non-competitive conversion to a career-conditional. You do not have to be a student to be eligible for this position.

Experience working in the intelligence or law enforcement environment is highly desirable, but not required.

A graduate level or higher education in evaluation studies that can be applied to improving government and organizational operations resulting in program efficiency and effectiveness; e.g. Public Policy and Administration; Educational Research, Measurement, and Evaluation; Quantitative and Qualitative Evaluation Research; etc. is preferred, but not required.

Position requires some travel.
